UH, THIS REQUEST WILL BE FOR THE APPROVAL OF THAT CONDITIONAL USE PERMIT WITHIN THE DURANGO PARK PLANNED AREA DEVELOPMENT.
THIS PROPERTY CONSISTS OF APPROXIMATELY A 4,280 FOOT SQUARE FOOT, UH, CAR, FOOT CAR WASH ON ABOUT 1.58 ACRES.
AND THIS WILL CONDUCT A PUBLIC HEARING AND THEN TAKE APPROPRIATE ACTION ON THIS ITEM.
SO THE SUBJECT SITE OUTLINED IN RED WAS ANNEXED IN ABOUT 1999.
NET ACRES TO THE NORTH IS THE DURANGO PARK SINGLE FAMILY SUBDIVISION, UH, ZONED DURANGO PARK.
PLANNED AREA DEVELOPMENT TO THE EAST IS THE, UH, OMNI STORAGE SELF SER, SELF-STORAGE FACILITY, ALSO ZONED DURANGO PARK, PAD TO THE WEST ACROSS AVONDALE BOULEVARD IS THE DEL RIO RANCH PLANNED AREA DEVELOPMENT.
THE NORTHERN PORTION IS A SINGLE FAMILY SUBDIVISION, AND THEN THE SOUTHERN PORTION DIRECTLY ACROSS FROM THIS SITE IS CURRENTLY SET ASIDE AS COMMERCIAL PROPERTY TO THE SOUTH ACROSS LOWER BUCKEYE ROAD IS THE RACEWAY RANCHEROS SINGLE FAMILY SUBDIVISION.
AND THEN TO THE SOUTHWEST IS THE HERMOSA RANCH TECHNOLOGY CAMPUS NORTH.

THE PROPOSED USE MEETS THE DEVELOPMENT STANDARDS OF THE DURANGO PARK PLANNED AREA DEVELOPMENT AND THE AVONDALE ZONING ORDINANCE IS IN AND IS LOCATED ON A SITE THAT'S A SUITABLE SIZE TO ACCOMMODATE THE DEVELOPMENT.

SO, STAFF'S ANALYSIS IN RELATION TO THE REQUIRED FINDINGS FOR A CONDITIONAL USE PERMIT IS THAT THE USE IS COMPATIBLE WITH THE LOCAL COMMERCIAL GENERAL PLAN LAND USE DESIGNATION, AS WELL AS THE DEVELOPMENT STANDARDS FOR THE DURANGO PARK PLANNED AREA DEVELOPMENT.
AND THAT THE SITE AND BUILDING DESIGN IS COMPLIANT WITH THE CITY'S COMMERCIAL DESIGN.
MANUAL STAFF ALSO FINDS THAT THE USE OF A SELF-SERVICE CAR WASH IS COMPATIBLE IN SCALE AND INTENSITY WITH THE SURROUNDING COMMERCIAL DEVELOPMENT.

UH, STAFF ALSO FINDS THAT THE SITE HAS ADEQUATE ACCESS TO PUBLIC STREETS AND HAS CAPACITY TO ACCOMMODATE EXPECTED TRAFFIC GENERATION OR TRAFFIC GENERATED BY THIS PROPOSED USE.
ALSO, ADEQUATE CONDITIONS ARE IN PLACE TO MITIGATE ANY POTENTIAL, UH, ADVERSE EFFECTS.
THE PROPERTY WILL BE STIPULATED AS TO NOT CREATE ANY OFFSITE, UH, SOUND IN EXCESS OF WHAT WAS IDENTIFIED IN THE SOUND REPORT THAT'S BEEN ATTACHED TO YOUR PACKET.
ON MARCH 12TH OF THIS YEAR, THE APPLICANT HELD A NEIGHBORHOOD MEETING AT THE HILTON GARDEN INN IN AVONDALE.

ASIDE FROM, UH, ATTENDEES FROM THE APPLICANT'S TEAM AND CITY STAFF, FIVE COMMENTS WERE LEFT ON THE CITY'S AVONDALE CONNECT PLATFORM.
UH, THERE WAS SOME CONCERN FOR THE INFLUX OF CAR WASHES WITHIN THE CITY AS WELL AS THE NEED FOR, UH, A RESTAURANT OR OTHER TYPE OF SERVICE AT THIS LOCATION.
SO WITH THAT STAFF'S RECOMMENDATION IS THAT THE PROPOSAL MEETS THE FIVE FINDINGS LISTED IN THE ZONING ORDINANCE AND STAFF RECOMMENDS APPROVAL OF ITEM FOUR B, WHICH IS APPLICATION PL 23 DASH 0 3 0 8, A REQUEST FOR A CONDITIONAL USE PERMIT TO ALLOW A SELF-SERVICE CAR WASH IN THE DURANGO PARK PLANNED AREA DEVELOPMENT SUBJECT TO THE FIVE CONDITIONS OF APPROVAL AS LISTED IN THE STAFF REPORT.

THEY WERE JUST MORE INTERESTED IN EITHER A RESTAURANT OR I THINK THERE WERE SOME, UH, COMMENTS ABOUT, UH, PROVIDING FOR MORE RETAIL OPPORTUNITIES AS WELL.
JUST ONE MORE, COULD YOU JUST, I THINK YOU HAD PUT IN HERE THE ADEQUATE CONDITIONS HAVE BEEN MET FOR THE NOISE.

UM, I'M VOTING NO FOR CONDITION NUMBER ONE, SPECIFICALLY EXHIBIT D, THE CONDITIONAL USE PERMIT AND SITE PLAN DESIGN REVIEW NARRATIVE FOR SUPERSTAR CAR WASH.
I WAS LOOKING AT, UH, LAND USE GOAL POLICY, UH, D AND ECONOMIC VITALITY GOAL THREE.
UM, I DON'T BELIEVE THAT THIS SITE, UM, MEETS THOSE, UH, THREE LAND POLICY GOALS FOR THE CITY OF AVONDALE.
I BELIEVE THAT THE SITE COULD BE USED, UM, TO BETTER SUIT THE NEEDS OF THE CITY.
I DON'T THINK A CAR WASH IS THE RIGHT, UM, USE AS THERE WERE MANY, UH, CAR WASHES IN THAT AREA.
AND I BELIEVE THE USE COULD BE BETTER USED FOR SOMETHING ELSE.

IF SHE HAS A, UH, ONE OF THE FIN WHATEVER FINDING THAT SHE FINDS IT DOESN'T MEET VERY SIMILAR TO HIS, I BELIEVE THAT THIS LOCATION IS NOT, DOES NOT MEET, UM, AND THAT THERE COULD BE OTHER BUSINESS OPPORTUNITIES THAT ARE MORE IDEAL FOR THIS SPECIFIC LOCATION.

I JUST WANTED TO LET YOU KNOW, FOR THE MONTH OF APRIL, WE HAVE RECEIVED, UH, 14 NEW, UH, PLANNING AND ZONING APPLICATIONS WITH THE CITY.
SO WE CONTINUE TO GET A GOOD AMOUNT OF APPLICATIONS COMING IN.
AND SO EACH MONTH I'LL JUST TRY TO GIVE YOU AN UPDATE ON HOW THINGS ARE GOING.
