THIS PLANNING COMMISSION IS COMPOSED OF AVONDALE CITIZENS WHO HAVE BEEN APPOINTED BY THE CITY COUNCIL TO SERVE ON THE COMMISSION AS A CIVIC RESPONSIBILITY WITHOUT COMPENSATION IN THE INTEREST OF MAINTAINING A FAIR AND EFFICIENT HEARING, THE COMMISSION ADHERES TO THE FOLLOWING STEPS.

UH, ALSO, UH, WITHIN THE VICINITY, UH, IS THE RESOURCE CENTER, THE AVONDALE RESOURCE CENTER, WHICH IS TO THE SOUTH, UH, SOUTHWEST OF THE BUILDING.

AND THEN JUST SOUTH OF THAT WILL BE THE, UH, DETEN, THE POLICE DETENTION CENTER THAT IS GOING TO BE BUILT.

MOVING ON TO THE ZONING, UH, IT'S VERY SIMILAR TO SORT OF THE GENERAL PLANNED USES A LOT OF A ONE, UH, IN THE SURROUNDING AREA, WHICH IS OUR GENERAL INDUSTRIAL, UH, ZONING.

UM, ALONG WITH THAT, THERE'S THE AGRICULTURAL, UH, SECTION THAT MAKES UP, UH, THE AQUA RIVER.

THERE'S A BIT OF MOBILE OR MANUFACTURED HOME ZONING TO THE, UH, EAST, UH, NORTHEAST, AND THEN THE PLANNED AREA DEVELOPMENT, UH, TO THE SOUTH, AGAIN WITH THAT RESOURCE CENTER.

UH, IN THIS SLIDE, IT'S A GENERAL OVERVIEW OF THE SITE PLAN, UH, FOR THE PREMIER UNDERGROUND.

UH, THE, THE PRIMARY USE, UH, IS SHOWN IN THE LEFT IMAGE HERE, WHICH IS THE NORTHERN SECTION OF THE SITE.

IT IS A OFFICE AND WAREHOUSE USE.

THIS IS PERMITTED IN THE A ONE ZONING AND IS NOT THE SUBJECT, UH, OF THE CONDITIONAL USE PERMIT.

THE IMAGE TO THE, THE RIGHT IS WHERE THE TRUCK DISPATCHED USE, AND THE HIGHLIGHTED IN YELLOW IS THE PRE-MANUFACTURED, UH, COVERED FUEL STATION, WHICH ARE THE SUBJECT OF THE CONDITIONAL USE PERMIT.

UH, SO THIS IS TO SORT OF SHOW THE LAYOUT OF WHAT WILL BE FACING GILLES C FELIX JUNIOR WITH THE, THE OFFICE USE.

THIS IS THE CUL-DE-SAC AT THE END OF RILEY DRIVE RIGHT UP TO THE, UH, AGU RIVER, UH, AGRICULTURAL ZONING.

AND THEN THIS IS WILL BE WHERE THE ENTRANCE FOR THE TRUCK USES, AND THEN THE TRUCK FUELING STATION WILL BE THERE.

UH, HERE IS THE NORTH AND SOUTH ELEVATIONS, AND THEN THE WEST AND EAST ELEVATION.

THE WEST ELEVATION, UH, WILL BE FACING, UH, THE, WELL, THE FACADE WILL BE FACING, UH, NORTH ALESSIO FELIX JR.

WAY.

IT'S THE, THE STREET FACING THERE, AND THE PARKING WILL BE IN FRONT OF THAT.

UH, FOR THE EMPLOYEES, UH, TO GRANT A CONDITIONAL USE PERMIT, FIVE FINDINGS MUST BE MET AS OUTLINED IN THE AVONDALE ZONING SECTION 28 DASH EIGHT.

UH, EACH FINDING IS PRESENTED BELOW, UH, WITH A STAFFS ANALYSIS, UH, TO REGARDING THEM, UH, FOR THE FIRST FINDING.

IT IS COMPATIBLE WITH THE INDUSTRIAL GENERAL PLAN USE AND FURTHERS THE GENERAL OBJECTIVE OF THE DEVELOPMENT OF THIS AREA.

THE PROPOSED USE AND USES, UH, FOR THE CUP ARE IN LINE WITH THE OBJECTIVE, UH, THE OBJECTIVES OF THIS LAND USE DESIGNATION.

NUMBER TWO, THE USE IS COMPATIBLE WITH THE OVERALL INDUSTRIAL CHARACTER OF THE SURROUNDING AREA.

THE PRO, THE PROPOSED CUP USES, UH, ARE IN THE SOUTHEAST SECTION OF THE PROPERTY AND ARE SCREENED, UH, FROM RILEY ROAD, UH, AND THE AQUIFER RIVER.

UH, AND THEY WILL NOT BE DETRIMENTAL TO ANY OF THE ADJACENT PROPERTIES, UH, BEING PUT IN THIS AREA OF THE SITE.

UH, NUMBER THREE IS THAT THE SITE HAS ADEQUATE SPACE TO ACCOMMODATE FOR THE PROPOSED, PROPOSED USES, UH, WITH PROPER ONSITE CIRCULATION FOR THE TRUCK USES, AS WELL AS MEETING THE SETBACKS, PARKING AND LANDSCAPING REQUIREMENTS SET BY THE ZONING ORDINANCE.

UM, NUMBER FOUR IS THAT THE SITE HAS ADEQUATE ACCESS TO PUBLIC STREETS AND HAS A CAPACITY TO ACCOMMODATE TRAFFIC, UH, GENERATED BY THE PROPOSED USES.

UH, THE, A TRAFFIC IMPACT STUDY

HAD BEEN SUBMITTED TO, UH, STAFF AND HAD BEEN REVIEWED BY OUR TRAFFIC ENGINEER AND THAT THEY HAD MET, UH, THE REQUIREMENTS NEEDED FOR THAT.

THE FIFTH CONDITION IS THAT THERE WILL BE CONDITIONS OF APPROVAL RECOMMENDED ALONG WITH, UH, THE CONDITIONAL USE PERMIT.

UH, AND THOSE CAN BE FOUND ON THE STAFF REPORT OR, UH, I CAN BE READ TO YOU LATER ON IF YOU WANT TO GO BACK OVER THEM.

UH, THE PUBLIC PARTICIPATION AND NOTICING FOR THIS PROJECT, UH, THERE WAS A MEETING HELD ON, UH, SORRY, ON AUGUST 20TH, UH, 2024.

UH, AND IT, UH, THERE WAS ONE CITY COUNCIL MEMBER THAT ATTENDED, ASIDE FROM THE APPLICANT AND CITY STAFF, UH, NO MEMBERS OF THE OF THE PUBLIC ATTENDED THAT MEETING.

UH, ALONG WITH THIS, THERE WAS ONE COMMENT ON AVONDALE CONNECT ON THE AVONDALE CONNECT PLATFORM THAT WAS REQUESTING, UH, A GROCERY STORE TO BE, UH, LOCATED IN AVONDALE , UH, TO CONCLUDE, UH, FOR RECOMMENDATION IS THAT STAFF FINDS THE PROPOSAL MEETS THE REQUIRED FIVE FINDINGS LISTED IN THE ZONING ORDINANCE AND RECOMMENDS APPROVAL FOR ITEM FOUR A AND APP APPLICATION PL 24 0 0 7 7 A RECON, A REQUEST FOR A CONDITIONAL USE PERMIT TO ALLOW THE TRUCK FUELING STATION AND TRUCK DISPATCH FOR FROM YOUR UNDERGROUND.

UM, WE, UH, TO ANSWER YOUR QUESTION SPECIFICALLY, CHAIRMAN AND THE COMMISSION, UM, THESE ARE INTENDED TO BE ABOVE, UH, GROUND TANKS.

THERE'S ONLY, UH, TWO, IF I'M NOT MISTAKEN, UM, THE INTENT IS TO HAVE THE TRUCKS COME IN FROM ONE DIRECTION AND ALSO LEAVE OUT THE OPPOSITE DIRECTION.

SO IT'S KIND OF A TWO-WAY, UM, FUELING STATION AND, UH, WE'VE DESIGNED IT TO WHERE IT'S SET BACK FAR ENOUGH FROM THE STREET FRONTAGE THAT NO ONE'S GONNA SEE AT THE SITE IS COMPLETELY WALLED IN AND, UM, SHOULDN'T HAVE ANY EFFECT ON, ON, UM, ANY, YOU KNOW, VISUAL CONTACT BASICALLY WITH THE PUBLIC.

UM, AND IT'S STRICTLY FOR PRIVATE USE FOR PREMIER UNDERGROUND'S, UH, SPECIFIC USE.

UM, AND YES, THEY WILL COMPLY WITH ALL OF THE STATE AND COUNTY, UM, REQUIREMENTS FOR, UH, FUELING AND THERE'LL BE SAFETY, UM, MEASURES, UH, PART OF THAT, UH, SYSTEM WITH, UH, SHUTOFFS AND, AND OTHER SUCH THINGS THAT ARE REQUIRED.
