MEETING OF THE CITY OF AVONDALE PLANNING COMMISSION TO ORDER.

COMMISSIONER JEWEL HAS AN EXCUSED ABSENCE AND COMMISSIONER AG CASTILLO HAS AN UNEXCUSED ABSENCE FOR TONIGHT.

OKAY, THANK YOU.

IT'S NOT, UH, DIRECTLY ON THE AGENDA, BUT I'D LIKE TO TAKE A SECOND TO WELCOME OUR NEW COMMISSIONERS TO THE PLANNING COMMISSION, COMMISSIONER GUZMAN AND BENSON AND ALTERNATE, UH, PINEDA.

[3. APPROVAL OF MINUTES]

HAS EVERYONE REVIEWED THE MINUTES OF THE OCTOBER 16TH, 2024 MEETING? AND ARE THERE ANY CORRECTIONS? HEARING NONE.

THE CHAIR WILL ENTERTAIN A MOTION.

MOTION HAS BEEN MADE BY COMMISSIONER GR AND SECONDED BY VICE CHAIR MCBURNEY.

PLEASE VOTE PASSED BY A MAJORITY VOTE.

[a. Amendment to Planning Commission Bylaws]

MAY I HAVE A REPORT ON ITEM FOUR A? THANK YOU MR. CHAIRMAN.

UH, SO THIS ITEM, UH, IS REFERRING TO THE AMENDMENTS TO THE PLANNING COMMISSION BYLAWS.

I WANTED TO MAKE YOU AWARE, UM, THAT THE BYLAWS WILL BE CONSIDERED BY CITY COUNCIL.

UH, NEXT MONDAY ON THEIR CONSENT AGENDA.

UM, THE AMENDMENTS, UH, REFLECT SOME PRIOR CODE AMENDMENTS THAT WERE DONE AND ALSO WILL ALLOW THE ALTERNATE TO FILL THE SEAT OF AN ABSENT MEMBER.

YOU MAY RECALL PREVIOUSLY WE ONLY, UM, HAD AN AB UH, AN ALTERNATE SIT ON ON THE DAAS IF WE DIDN'T HAVE A QUORUM.

BUT, UM, IN THE FUTURE, IF THIS, UM, RESOLUTION PASSES BY COUNSEL NEXT MONDAY, THEN WE'LL BE ABLE TO HAVE A ALTERNATE SIT, UM, AT ANY TIME.

SO GOOD EVENING CHAIR, VICE CHAIR AND COMMISSIONERS AND WELCOME TO OUR NEW MEMBERS.

SO WE'RE EXCITED TO START OFF THE NEW YEAR WITH YOU ALL.

SO OVER THE PAST TWO YEARS, THE PLANNING COMMISSION HAS TAKEN ACTION ON A NUMBER OF ITEMS. TONIGHT WE'D LIKE TO SHARE A FEW OF THEM WITH YOU AND LET YOU KNOW HOW THE DEVELOPMENTS ARE PROCEEDING.

UH, THERE'S NO ACTION FOR THE COMMISSION TO TAKE ON THIS ITEM.

SO FIRST I'D LIKE TO START AT HERMOSA RANCH TECH CAMPUS SOUTH, WHICH IS ALSO KNOWN AS PRIME DATA.

SO IT IS LOCATED ABOUT A HALF MILE SOUTH OF THE INTERSECTION OF LOWER BUCKEYE ROAD AND AVONDALE BOULEVARD.

THIS IS A 78 ACRE SITE AND IT WILL CONSIST OF FIVE DATA CENTER BUILDINGS AND THEY HAVE ACCESS PROVIDED BY, UM, DRIVEWAYS OFF OF AVONDALE BOULEVARD.

HERE ARE THE RENDERINGS OF THE PROPOSED ARCHITECTURE AND STAFF HAS APPROVED THE SITE PLAN AND DESIGN REVIEW FOR THIS PROJECT.

THIS IS A CURRENT VIEW OF THE SITE LOOKING WEST.

UH, I'M STANDING ACROSS, UM, AVONDALE BOULEVARD.

THE MASS GRADING PLANS HAVE BEEN APPROVED AND WE ARE WAITING, UM, FOR RESUBMITTAL FROM THE APPLICANT ON THE ONSITE AND OFFSITE CIVIL IMPROVEMENTS.

UM, THE BUILDING PERMITS FOR BUILDINGS ONE AND TWO AND THE FINAL PLAT FOR THE SITE.

UH, NEXT WE HAVE SUPERSTAR CAR WASH.

SO IT'S OUTLINED IN RED THERE AND IT'S NORTH OF THE NORTHEAST CORNER OF LOWER BUCKEYE ROAD AND AVONDALE BOULEVARD.

IT'S JUST NORTH OF THE EXISTING MCDONALD'S.

SO SINCE YOU SAW THIS ITEM, STAFF HAS

APPROVED THE SITE PLAN AND DESIGN REVIEW AND ALONG WITH ONSITE AND OFFSITE CIVIL IMPROVEMENTS AND THE BUILDING PERMITS FOR THE CAR WASH ARE CURRENTLY UNDER REVIEW.

NEXT WE HAVE HERMOSA RANCH TECH CAMPUS NORTH.

SO THIS SITE IS LOCATED AT THE SOUTHWEST CORNER OF LOWER BUCKEYE AND AVONDALE ROAD AND IT'S ABOUT 239 ACRES.

YOU MAY RECALL THE HARD CORNER IS ZONED FOR A COMMERCIAL SHOPPING CENTER AND THE REST OF THE SITE IS ZONED FOR DATA CENTER BUILDINGS.

THE COMMERCIAL PO UH, PORTION IS CALLED THE MARKETPLACE AT TRACE RIOS AND IT HA THEY, THE APPLICANT HAS SUBMITTED THE SITE PLAN AND DESIGN REVIEW AND SO STAFF IS CURRENTLY DOING THE FIRST REVIEW OF THAT PROJECT.

THE DATA CENTER PORTION IS IN THE PROCESS OF DEMOLISHING THE EXISTING FARM BUILDINGS AND THE APPLICANT HAS, UM, PLANS TO START MASS GRADING ON THE DATA CENTER BEFORE THE END OF THIS YEAR.

SO WE ANTICIPATE THAT A SITE PLAN AND DESIGN REVIEW FOR THE DATA CENTER WILL BE FORTHCOMING.

NOW LET'S MOVE TO OLD TOWN AND THE AVONDALE FIRE STATION 1 71.

THIS SITE IS LOCATED BETWEEN FIFTH AND SIXTH STREET, UM, AND IT'S OUTLINED IN RED.

THIS IS A CITY PROJECT AND IT IS NOW IN THE INITIAL PHASE OF CONSTRUCTION.

SO THEY ARE PUTTING DOWN THE FOOTINGS.

UM, WE HAVE ENGINEERING IMPROVEMENT PLANS THAT HAVE BEEN APPROVED AS WELL AS THE BUILDING PERMITS.

AND THIS, UH, PROJECT IS ESTIMATED TO BE COMPLETED IN FEBRUARY OF 2026.

NOW WE'RE GONNA GO NORTH OF I 10, UH, TO ON AVONDALE BOULEVARD TO THE DISTRICT AT CRYSTAL SPRINGS.

SO THIS IS AT THE SOUTHWEST CORNER OF MCDOWELL ROAD AND AVONDALE BOULEVARD AND IS ABOUT 45 ACRES.

THE PLANNED AREA DEVELOPMENT CONTAINED CONCEPTUAL PLAN THAT INCLUDED TOWN, HOMES, FUTURE COMMERCIAL AND A A REHABILITATION HOSPITAL.

AND THIS IS THE, A PHOTO OF THE SITE TODAY LOOKING SOUTHWEST FROM AVONDALE BOULEVARD.

THE ONSITE GRADING AND DRAINAGE YOU CAN SEE HAS STARTED, UM, FOR THE ORION TOWN HOMES.

THE SITE PLAN AND DESIGN REVIEW HAS BEEN APPROVED ALONG WITH ENGINEERING PERMITS FOR THE ENCOMPASS HEALTH REHAB HOSPITAL.

WE HAVE APPROVED A SITE PLAN AND DESIGN REVIEW AND SO THE APPLICANT WILL NEED TO SUBMIT FOR THE CIVIL AND BUILDING PERMITS.

NOW LET'S GO A LITTLE FARTHER NORTH ON, UM, DYSART TO THE SOUTHWEST CORNER OF INDIAN SCHOOL AND DYSART WHERE WE HAVE ANGELINA LIVING.

SO SINCE YOU APPROVE THE REZONING, UM, STAFF HAS REVIEWED SOME MINOR AMENDMENTS TO THE PROJECT THAT REDESIGNED.

UM, THE BUILDINGS AND THE LAYOUT.

HERE ARE THE NEW ELEVATIONS, UH, FOR THE SINGLE STORY AND TWO STORY, UM, TOWN HOMES.

THE PROJECT HAS CHANGED TO A MODERN CRAFTSMAN ARCHITECTURE, UH, TO FIT IN BETTER WITH THE EXISTING NEIGHBORHOOD AND STAFF.

WORKED WITH THIS APPLICANT TO ADD STONE, UM, A NEW COLOR PALETTE ALONG WITH MAKING SURE THAT THE ROOF LINE WAS STILL VARIED.

AND YOU'LL SEE ON SOME OF THE GARAGES WE, THERE'S BEEN GLAZING ADDED.

AND THEN MOVING WEST ON INDIAN SCHOOL TAKES US TO EXTRA SPACE STORAGE SITE AND THIS IS THE SOUTHWEST CORNER OF INDIAN SCHOOL AND OSBORNE ROAD.

THIS IS THE RENDERING OF THE SELF STORAGE BUILDING AND HERE IS A VIEW OF IT TODAY, UM, LOOKING SORT OF NORTHEAST FROM THE ACCESS ROAD.

UM, THE ENGINEERING PERMITS HAVE BEEN ISSUED AND YOU CAN SEE THAT CONSTRUCTION IS UNDERWAY.

AND OUR LAST PROJECT IS PREMIER UNDERGROUND.

SO WE ARE BACK ON CIO C FELIX AND RILEY DRIVE IN OUR INDUSTRIAL AREA.

WE, UM, ON THE SITE PLAN, YOU'LL SEE UH, THE USES WERE FOR OFFICE WAREHOUSE, UM, A TRUCK FUELING AND DISPATCH.

SO SINCE UH, YOU REVIEWED THE CONDITIONAL USE PERMIT, STAFF HAS APPROVED A SITE PLAN AND DESIGN REVIEW.

THERE'S A MASS GRADING PLANS WERE APPROVED IN DECEMBER, AND THEN THE WATER, SEWER AND LANDSCAPE IMPROVEMENTS HAVE ALL BEEN APPROVED IN FEBRUARY.

AND ALL THE BUILDING PERMITS HAVE BEEN APPROVED AT THIS POINT.

SO WE SHOULD START SEEING ACTIVITY SOON.

SO AS YOU CAN SEE, THE PLANNING COMMISSION HAS ACCOMPLISHED A LOT IN THESE LAST TWO YEARS.

AND THESE, THESE ARE ONLY A FEW OF THE HIGHLIGHTS.

UM, I WAS GONNA ASK ARIANA TO ALSO SHOW WE HAVE, UM, A, A DEVELOPMENT DASHBOARD ONLINE.

IF YOU WEREN'T AWARE, UM, IF SHE CAN JUST CLICK OVER TO THAT.

SO ON THE, UH, ON THE PLANNING SITE, WE HAVE A PAGE FOR MAPS AND THEN YOU'LL SEE THERE'S A BUTTON FOR THE DEVELOPMENT DASHBOARD AND THIS WILL BASICALLY SHOW YOU PROJECTS THAT ARE, ARE APPROVED AND OR UNDER CONSTRUCTION.

SO IT'S JUST A GOOD WAY TO GET ORIENTED IF YOU'RE DRIVING AROUND AND YOU WANNA GO BACK AND CHECK WHAT WAS THAT, WHAT WAS HAPPENING THERE.
