SO IF I CAN MAYOR, UM, AS I BELIEVE, UH, THE COUNCIL AND, AND PROBABLY MOST OF THE CITY KNOWS THIS, THIS TOPIC IS, UH, OF, UM, HIGH IMPORTANCE TO ME.
VERY IMPORTANT TO ME THAT WE EDUCATE OURSELVES ON SIGNS AND SYMPTOMS. AND SO, UM, UH, SEPTEMBER IS NATIONAL SUICIDE PREVENTION MONTH.
HERE AT THE CITY, WE TAKE THAT VERY SERIOUSLY.
SO INTERNALLY, UH, TOMORROW A MEMO WILL GO OUT FOR MYSELF TO ALL EMPLOYEES THAT OUTLINES, UH, RESOURCES, UH, OUR HUMAN RESOURCES DEPARTMENT HAS PUT TOGETHER IN PARTNERSHIP WITH EDITH AND HER TEAM OVER AT NFS, UM, UH, A LIST OF TRAININGS AND OPPORTUNITIES SO WE CAN EDUCATE OUR EMPLOYEES ON SIGNS AND SYMPTOMS AWARENESS.

IT'S A TIME DEDICATED TO RAISING AWARENESS ABOUT MENTAL HEALTH AND PROMOTING ACCESS TO VITAL SUPPORT AND PREVENTION RESOURCES.
THE CITY OF AVONDALE IS COMMITTED TO FOSTERING A COMMUNITY WHERE CONVERSATIONS ABOUT MENTAL HEALTH ARE ENCOURAGED.
STIGMA IS REDUCED, AND INDIVIDUALS FEEL SUPPORTED AND CONNECTED.
WE EXTEND OUR DEEPEST APPRECIATION TO THE PROFESSIONALS IN MENTAL HEALTH, EDUCATION AND PUBLIC SAFETY WHO WORK TIRELESSLY TO SUPPORT THOSE IN NEED.

WHEREAS SEPTEMBER IS RECOGNIZED AS NATIONAL SUICIDE PREVENTION MONTH TO RAISE THE VISIBILITY OF MENTAL HEALTH AND PROACTIVE SUICIDE PREVENTION RESOURCES IN OUR COMMUNITY.
AND WHEREAS WE WANT TO CHANGE THE NARRATIVE, FOSTER EMPATHY AND HELP CONNECT PEOPLE WITH APPROPRIATE SUPPORT SERVICES, THEN, WHEREAS ACCORDING TO THE AMERICAN FOUNDATION FOR SUICIDE PREVENTION, SUICIDE IS THE SECOND LEADING CAUSE OF DEATH AMONG INDIVIDUALS BETWEEN THE AGES OF 10 AND 34, WITH MORE THAN 48,000 PEOPLE DYING BY SUICIDE ANNUALLY IN THE UNITED STATES.
AND WHEREAS EACH SUICIDE IMPACTS A HUNDRED ADDITIONAL

PEOPLE, INCLUDING FAMILY, FRIENDS, SERVICE MEMBERS, COWORKERS, AND NEIGHBORS, NEARLY EVERYONE HAS BEEN IMPACTED BY SUICIDE.AND WHEREAS THE CITY OF AVONDALE PUBLICLY PLACES ITS FULL SUPPORT BEHIND THOSE WHO WORK IN THE FIELD OF MENTAL HEALTH EDUCATION AND LAW ENFORCEMENT.
AND WHEREAS EVERY MEMBER OF OUR COMMUNITY SHOULD UNDERSTAND THAT THROUGHOUT LIFE STRUGGLES, WE ALL NEED THE OCCASIONAL REMINDER THAT WE ARE ALL FIGHTING OUR OWN BATTLES.
AND WHEREAS WE ENCOURAGE ALL RESIDENTS TO TAKE TIME TO UNDERSTAND MENTAL HEALTH THROUGH EDUCATION, AND ENGAGE IN OPEN DISCUSSION ABOUT SUICIDE AND SUICIDAL BEHAVIOR TO RAISE AWARENESS AND CREATE CHANGE.

ON MAY 19TH OF THIS YEAR, MR. MR. BUCKLIN EXPERIENCED A DIFFICULT SITUATION REGARDING THE SUBJECT OF SUICIDE.
AS A RESULT, MR. BUCKLIN WROTE A LETTER TO THE AVONDALE POLICE DEPARTMENT IN REFERENCE TO THIS SUBJECT.
I'M GONNA ASK NOW THAT MEMBERS OF THE AVONDALE POLICE DEPARTMENT THAT RESPONDED TO THIS CALL, IF THEY COULD PLEASE STAND, AND ALSO MEMBERS OF THE AVONDALE FIRE DEPARTMENT, ENGINE 1 74, WHO ARE REPRESENTING THOSE THAT RESPONDED THAT NIGHT, IF YOU COULD PLEASE STAND WHILE MR. BUCKMAN READS HIS LETTER.

MY WIFE KATHY, AND I HAVE BEEN MARRIED FOR 48 YEARS.
WE'RE BOTH AIR FORCE VETS WHO MET ON THE FLIGHT LINE AT HOLMAN AIR FORCE BASE IN 1976.
WE'VE LIVED IN AVONDALE SINCE 2012, AND ARE PROUD PARENTS OF TWO ADULT SONS AND TWO DAUGHTERS WHO LIVE HERE IN THE VALLEY.
ON THE MORNING OF MAY 19TH, 2025, I ATTEMPTED SUICIDE WITH A HANDGUN.
THE NINE NINE NINE ELEVEN CALL WAS RECEIVED BY THE AVONDALE POLICE DEPARTMENT AT 9 39.
ACCORDING TO OUR RING CAMERA, THE FIRST OFFICER ARRIVED WITHIN THREE MINUTES.
OFFICER NICKS, ALONG WITH ADDITIONAL POLICE OFFICERS AND FIRE CREWS FROM STATION 1 74, A SHIFT, ARRIVED IN UNDER FOUR MINUTES.
THEIR INCREDIBLE SPEED TRAINING AND INTERMEDIATE IMMEDIATE ACTION SAVED MY LIFE.
MY FAMILY AND I WILL ALWAYS BE DEEPLY GRATEFUL FOR THEIR PROFESSIONALISM, RESPECT, AND KINDNESS.
WE ALSO EXTEND OUR HEART FILLED THANKS TO THE NINE 11 DISPATCHER AND THE POLICE RECORD STAFF.
THE EXPERIENCE WAS OPEN, OPENED OUR EYES TO THE TRAUMA AND CHALLENGES THAT FIRST RESPONDERS AND NINE 11 OPERATORS EXPERIENCE EVERY DAY.
REMARKABLY, THE BULLET TRAVELED UPWARD UNDER MY CHIN AND EXITED BETWEEN MY EYES, LEAVING WHAT MY FAMILY NOW CALLS THE HARRY POTTER SCAR.

MEMORY OF THE MOMENTS LEADING TO THE, TO THE, UH, EVENT OTHER THAN FEELING EXTREMELY DEPRESSED.ACCORDING TO MEDICAL EXPERTS AND FIRST RESPONDERS, SURVIVAL IN SUCH A CASE IS EXTREMELY RARE.
MY FAMILY AND I BELIEVED THAT THE RESCUE WAS NOT ONLY DUE TO EXTRAORDINARY ACCIDENT OF AVONDALE'S FIRST RESPONDERS AND DISPATCHERS, BUT ALSO THE RESULTS OF DIVINE INTERVENTION AND THE HOSPITAL STAFF AT A BRAZEL WEST HOSPITAL.
WE NEVER IMAGINED THAT SUICIDE OR MENTAL HEALTH STRUGGLES WOULD BECOME PART OF OUR FAMILY STORY.
LIKE SO MANY OTHER FAMILIES THAT DID TODAY, WE ARE HEALING AND DEEPLY GRATEFUL BY SHARING OUR EXPERIENCE.
I HOPE TO ENCOURAGE OTHERS WHO MAY BE STRUGGLING TO SEEK HELP, SEEK HELP.
SUICIDE IMPACTS FAR MORE PEOPLE THAN ONE MIGHT REALIZE, AND ITS RIPPLE EFFECT TOUCHES COUNTLESS LIVES.

WHEREAS THE US POPULATION IS COMPRISED OF SOME 64 MILLION PEOPLE OF HISPANIC, AN ANCESTRY MAKING THIS POPULATION THE LARGEST MINORITY IN THE UNITED STATES.
AND WHEREAS EACH YEAR, AMERICAN OBSERVED AMERICANS OBSERVED NATIONAL HISPANIC HERITAGE MONTH BY CELEBRATING THE HERITAGE HISTORIES, CULTURES, AND CONTRIBUTIONS OF AMERICAN CITIZENS WHOSE ANCESTORS HAILED FROM SPAIN, MEXICO, THE CARIBBEAN, AND CENTRAL AND SOUTH AMERICA.
AND WHEREAS THE OBSERVATION BEGAN IN 1968 AS HISPANIC HERITAGE WEEK UNDER PRESIDENT LYNDON B JOHNSON, AND WAS EXPANDED TO A FULL MONTH BY PRESIDENT RONALD REAGAN IN 1988.
AND WHEREAS THE STARTING DATE OF THE ANNUAL CELEBRATION SEPTEMBER 15TH, IS THE ANNIVERSARY OF INDEPENDENCE OF THE LATIN AMERICAN COUNTRIES OF COSTA RICA, EL SALVADOR, GUATEMALA, HONDURAS, AND NICARAGUA, AND IS FOLLOWED BY THE INDEPENDENCE DAYS OF MEXICO AND CHILE.
AND WHEREAS 2020 FIVE'S HISPANIC HERITAGE MONTH'S THEME IS COLLECTIVE HERITAGE, HONORING THE PAST, INSPIRING THE FUTURE, AND WHEREAS THE CULTURAL, EDUCATIONAL, ECONOMIC, AND POLITICAL INFLUENCES OF HISPANIC RESIDENTS CAN BE APPRECIATED IN ALL ASPECTS OF OUR LIFE.
FROM FARM WORKERS ORGANIZING FOR HOUSING, AND EQUAL WAGES TO INCREDIBLE GIFTED ARTISTS, TO VIBRANT BUSINESSES, TO MUSIC AND COMMUNITY FESTIVALS.
AND WHEREAS THE CITY OF AVONDALE RECOGNIZES THE SPANISH HERITAGE MONTH AS AN OPPORTUNITY FOR AVONDALE RESIDENTS TO CELEBRATE OUR FREEDOM, OUR DIVERSITY, AND TO BUILD UPON OUR TRADITION FOR EMBRACING PEOPLE OF ALL CULTURES.

I HAVE, UH, THIS EVENING JUST A COUPLE SLIDES, A FEW SLIDES FOR YOUR CONSIDERATION AS IT RELATES TO THE, UH, SS FOUR A SAFE ROUTES, UH, SAFE STREETS FOR ALL GRANT.
THE SS FOUR A GRANT IS AVAILABLE TO LOCAL COMMUNITIES TO DEVELOP A SAFETY ACTION PLAN AND DEMONSTRATION PROJECTS TO, UH, BUILD A LIST OF QUALIFIED PROJECTS FOR FUTURE GRANT FUNDING.
UM, IT IS EXCLUSIVELY FOR LOCAL COMMUNITIES, AND IT SUPPLEMENTS KEY PLANNING WITH REGARDS TO TRAFFIC AND TRANSPORTATION SYSTEMS. TO FOLLOW UP ON SOME QUESTIONS THAT I RECEIVED EARLIER TODAY, I HAVE SOME DETAILS HERE ON THE GRANT APPLICATION, QUALIFY AND QUALIFICATIONS, WHY SPECIFICALLY THE CITY IS QUALIFIED FOR THIS GRANT APPLICATION.
UM, IT'S KIND OF SMALL TO SEE, BUT I'LL KIND OF READ SOME OF THIS INFORMATION TO YOU.
AS LISTED IN THE GRANT APPLICATION, THERE WERE 8,773 CRASHES FROM 2017 TO 2021, AS BASED ON ADOT CRASH INFORMATION SYSTEM ASIS, INCLUDING IT DOES INCLUDE THE FREEWAY SEGMENT PER THE ADOT CRASH INFORMATION SYSTEM AND THE HIGHWAY NATIONAL HIGHWAY TRAFFIC ADMINISTRATION AND HTSA FATALITY ACCIDENT REPORTING SYSTEM.
FARS, UH, 35 CRASHES RESULTED IN FIGHT FATALITIES.
11, WHICH INVOLVED PEDESTRIANS OR BICYCLISTS, AND 193 CRASHES RESULTED IN SERIOUS INJURY, APPROXIMATELY FIVE OF THE 35 FATAL CRASHES.
AND 56 OF THE 193 SERIOUS INJURIES WERE ON I 10.
THE REST OF THE CRASHES OCCURRED ON THE CITY SURFACE STREETS.
THIS GIVES AN ANNUAL FATALITY RATE OF ABOUT 7.84 PER 100,000 FOR THE PERIOD FROM 2017 TO 2021, WHICH AT THE TIME OF THE GRANT APPLICATION WAS PREPARED AND SUBMITTED SUMMER OF 2023.
IN TERMS OF CRASH DENSITY, AVONDALE HAS A HIGHER DENSITY THAN TULSA, GOODYEAR, AND BUCKEYE.
THE CRASH DENSITY ON AVONDALE IS SIMILAR TO SOME LOCATIONS IN PE, CHANDLER MESA, AND APACHE JUNCTION.
THESE JURISDICTIONS ARE LARGER THAN AVONDALE, BUT HAVE AREAS INSIDE THAT ARE SIMILAR TO, UH, SOME AREAS OF AVONDALE.
WE DO HAVE A LOT OF RESIDENTS WALKING INSTEAD OF DRIVING HERE IN AVONDALE.
AND WE ALSO HAVE SOME OF OUR ROADWAYS THAT HAVE HIGHER TRAFFIC VOLUMES BEING SO CLOSE TO THE ELBOW OF I 10 AND THE 1 0 1, WHAT THIS GRANT MEANS FOR AVONDALE.
THIS ALLOWS US TO CREATE AN ACTION PLAN TAILORED TO OUR COMMUNITY, AND IT'S A COMPREHENSIVE SAFETY PLAN, IDENTIFIES HIGH RISK AREAS FOR ALL ROAD USERS, INCLUDING PEDESTRIANS, CYCLISTS, AND DRIVERS.
IT WILL ENGAGE RESIDENTS AND STAKEHOLDERS IN SHAPING A SAFER TRANSPORTATION FUTURE.
HERE'S SOME NOTABLE MILESTONES JUST FOR REFERENCE.
IN 2023, THE CITY APPLIED FOR THE GRANT AND WAS AWARDED IN AUGUST, THE COUNCIL APPROVED RESOLUTION, 10 84 DASH OH 8 2 4.
UM, AND THEN AFTERWARDS, UH, FHWA CHANGED THE CURRENT FORM AGREEMENT.
SO WE ARE BACK HERE AGAIN TONIGHT WITH THE NEW FORM FOR CONSIDERATION OF APPROVAL IF APPROVED, THE CITY WILL HIRE A CONSULTANT TO CREATE AN ACTION PLAN AND A MINOR DEMONSTRATION PROJECT.
UH, THE WORK INCLUDES PUBLIC OUTREACH, DATA ANALYSIS, AND COORDINATION.
AND THIS WILL QUALIFY THE CITY FOR OTHER SS FOUR A IMPLEMENTATION GRANTS INTO THE FUTURE.
WHICH BRINGS US TO THE RECOMMENDATION.

AND I KNOW THAT THE FORM HAD CHANGED, UM, AND THAT'S WHY WE ARE, THAT'S WHY YOU'RE COMING BACK.

CITY COUNCIL APPROVED THIS IN MAY OF 2022, WHICH WAS GEARED TOWARDS LOWERING SPEEDS AND ENHANCING ROADWAY SAFETY ON AVONDALE'S ROADS THROUGHOUT THE CITY OF AVONDALE IN MAY OF 2024.
THIS PROGRAM WAS IMPLEMENTED IN CONJUNCTION WITH VERA MOBILITY, WHO IS A THIRD PARTY VENDOR, ONE OF FEW IN THE STATE OF ARIZONA THAT DOES PHOTO RADAR.
AND THIS IS CONTRACTED FOR FIVE YEARS.
WE HAVE TWO MOVABLE UNITS THAT WE HAVE IN THE CITY OF AVONDALE, SO THAT WAY WE CAN ADDRESS DIFFERENT NEEDS THROUGHOUT THE CITY AND BEING ABLE TO MOVE THEM RATHER THAN A FIXED LOCATION.
SO SOME BACKGROUND CITATIONS ARE ISSUED EXCEEDING THE SPEED LIMIT OF 10 MILES AN HOUR.
SO THAT 11 MILE AN HOUR THRESHOLD IS WHEN AN EVENT WOULD BE CAPTURED.
THERE ARE SIGNAGE REQUIREMENTS FOR THE PHOTO RADAR PER ARIZONA REVISED STATUTE.
THERE ARE TWO SIGNS THAT ARE REQUIRED FOR PHOTO RADAR.
HOWEVER, HERE IN THE CITY OF AVONDALE, WE ACTUALLY IMPLEMENT FOUR.
WE WANNA MAKE SURE THAT ALL OF OUR MOTORING TRANSPORTATION, WHETHER THEY'RE CITY RESIDENTS OR VISITING THE CITY OF AVONDALE, HAVE AMPLE TIME TO EITHER CORRECT OR BE AWARE THAT A PHOTO RADAR MEASURE IS SET IN PLACE.
WE ALSO DO SOCIAL MEDIA OUTREACH, THE CITY OF AVONDALE PD IN CONJUNCTION WITH THE CITY OF AVONDALE, WE WILL POST LOCATIONS FOR THE PHOTO RADAR AND PENDING MOVEMENT OF PHOTO RADAR.
AGAIN, THIS ISN'T DESIGNED TO BE A SPEED TRAP FOR ANY OF OUR RESIDENTS AND OR MOTORING PUBLIC.
WE WANNA MAKE SURE THAT EVERYBODY IS WELL AWARE THAT

AND ALL THAT IS CAPTURED THROUGH OUR SPILLMAN DATABASE.
ALSO THROUGH OUR TRACKS PROGRAM, WHICH IS A DIGITAL PROGRAM TRACKING ALL ACCIDENTS THAT GETS STENT SENT TO THE STATE OF ARIZONA.
WE ALSO RELY HEAVILY ON OUR OFFICERS AND OUR TRAFFIC BUREAU WHO ARE OUT ON THE STREETS, WHETHER THAT'S DOING NORMAL DAY PATROL FOR TRAFFIC ENFORCEMENT AND OR SPECIAL DETAILS THAT WE WOULD, WE WOULD CONDUCT FOR DIFFERENT THOROUGH AFFAIRS.
ALSO, WE TAKE IN CONSIDERATION COMMUNITY CONCERNS WITH THE POLICE DEPARTMENT.
WE HAVE A DEDICATED HOTLINE SPECIFICALLY FOR EVERYTHING TRAFFIC RELATED.
AND SOME OF THOSE ARE SPEEDING RELATED CONCERNS.
THE POLICE DEPARTMENT RECEIVES PHONE CALLS, EMAILS, AND AS SOMETIMES LETTERS ALONG WITH THE CITY OF AVONDALE, THE PHONE CALLS AND EMAILS FOR TRAFFIC CONCERNS.
THOSE ALL GET VETTED TO THE TRAFFIC BUREAU WHERE WE, WE LOG THOSE AND TRACK THOSE AND TAKES INTO CONSIDERATION DEPLOYMENT OF THESE SPEED SAFETY CAMERAS.
ALSO, WE TAKE IN VERA MOBILITIES, UM, SITE ASSESSMENT.
SO PRIOR TO THEM DEPLOYING THESE SPEED SAFETY CAMERAS, THEY'LL GO OUT AND MAKE SURE THAT THAT SITE IS APPLICABLE FOR THAT DEVICE.
SO THERE'S NOTHING THAT'S GONNA OBSTRUCT EITHER THE CAMERA AND OR SIGNAGE REQUIREMENTS NEEDED FOR OUR PEDESTRIANS AND MOTORING TRANSPORTATION TO SEE THAT.
MAKING SURE THAT IT'S NOT ON A SIDEWALK INHIBITING OUR, OUR, OUR RESIDENTS FROM WALKING THAT IT'S NOT TOO CLOSE TO AN INTERSECTION OR IT'S ON A CURVE THAT IT'S A VERY, UH, SITE THAT CAN HANDLE THIS PHOTO RADAR.
SO WE LOOK AT REVIEWING OF ACCIDENT PRE AND POST-DEPLOYMENT OF OUR SPEED SAFETY CAMERAS.
SO FOR INSTANCE, IF WE DEPLOY A CAMERA IN A SET LOCATION FOR FOUR MONTHS, WE WOULD LOOK BACK FOUR MONTHS AND THEN POST FOUR MONTHS OBTAINING THAT ACCIDENT DATA TO SEE IF THERE IS, IF IT MAINTAINS THE SAME, IF THERE'S AN INCREASE AND OR DECREASE OF THAT SPECIFIC AREA.

THIS IS NOT ADVERTISED, NOR ARE THERE ANY SIGNS.
WE WANNA MAKE SURE THAT WHEN WE'RE DEPLOYING THIS COVERT BOX, THAT WE'RE GETTING THE TRUE AND ACCURATE SPEED OF THAT ROADWAY.
SO OUR EVALUATION PERIOD, WE USED AUGUST 1ST, 2024 TO JULY 31ST, 2025.
AS YOU CAN SEE ON HERE, THERE ARE FOUR LOCATIONS.
HOWEVER, WE DID HAVE A FOURTH, WHICH WOULD TECHNICALLY BE OUR FIRST LOCATION, WHICH WAS ON AVONDALE AND BROADWAY.
HOWEVER, THAT WAS OUR, OUR INITIAL IMPLEMENTATION OF THIS PROGRAM WHERE IT WAS A WARNING PHASE ONLY.
THAT WAS US TRYING TO WORK OUT THE KINKS AND MAKE SURE THAT WE KNEW HOW TO OPERATE THE SYSTEM APPROPRIATELY.
THESE THREE LOCATIONS WERE ACTUALLY, WERE CITATIONS WERE BEING ISSUED TO VIOLATORS.

THE SURCHARGES CURRENTLY EQUAL 79%, AND THOSE SURCHARGES GO TO DIFFERENT AGENCIES THAT ARE SET UP THROUGH LAW THAT ARE PASSED BY THE LEGISLATURE AND SIGNED INTO LAW BY THE GOVERNOR.
SO THERE, IT'S ACTUALLY A SMALLER PORTION THAT ACTUALLY MAKES ITS WAY BACK TO THE GENERAL FUND HERE FOR THE CITY.
AND SO YOU CAN SEE THE WAY THAT OUR, OUR BOND SCHEDULE IS SET UP WITH SPEED VIOLATIONS.
IT DEALS WITH THE AMOUNT OF, UH, MILES PER HOUR OVER THE POSTED SPEED LIMIT, UM, FROM 10 TO 15, UH, BEING A SANCTION OF $255, YOU CAN SEE IF SOMEONE WERE TO PAY THAT $255, $115 AND 64 CENTS WOULD MAKE ITS WAY TO THE GENERAL FUND HERE IN THE CITY.
AND THAT'S ABOUT 45% OF THAT INITIAL SANCTION IMPOSED.
UM, THAT GOES THROUGH ALL OF OUR SANCTIONS THAT ARE LISTED ON THERE UP TO OVER 40 MILES AN HOUR, WHICH WOULD BE A $510 SANCTION, $258 AND 10 CENTS WOULD COME BACK TO THE CITY'S GENERAL FUND ON THAT, AND THAT'S 51%.
SO THOSE RANGE FROM ANYWHERE FROM 45 TO 51% ON THERE.

NOW, WHEN PEOPLE RESOLVE A CASE, IF THERE'S A SANCTION THAT'S GONNA BE IMPOSED, THERE'S A COURT ENHANCEMENT FEE THAT'S ADDED THAT IS SET UP UNDER THE CITY CODE.
THOSE FUNDS GO BACK TO THE COURT TO HELP US WITH DIFFERENT PROJECTS TO ENHANCE THINGS AT THE COURT, WHETHER IT BE TECHNOLOGY OR SECURITY OR THINGS OF THAT NATURE.
EIGHT OF DO EIGHT OF THOSE DOLLARS GO TO THOSE SURCHARGES AND GET BROKEN UP AND GET SENT TO DIFFERENT, UH, STATE AGENCIES.
SO IN THOSE GENERAL FUND AMOUNTS THAT WERE PAID, UH, FOR THOSE RESPONSIBLE SANCTIONS, $39,396 WENT INTO THE COURT'S, UH, ENHANCEMENT, THE COURT ENHANCEMENT FEE OR FUND, UH, OFF OF THOSE GENERAL FUND AMOUNTS.
OKAY? UH, NEXT, THE, UH, AMOUNT THAT THE COURT HAS RECEIVED OR THAT THE CITY, EXCUSE ME, THAT'S A GENERAL FUND WENT TO THE GENERAL FUND, UH, FROM OUR DEFENSIVE DRIVING SCHOOL DIVERSION FEE.
I HAD MENTIONED THAT PEOPLE DO NOT PAY, OFFENDERS DO NOT PAY THE COURT.
WHEN THEY ATTEND DEFENSIVE DRIVING SCHOOL, THEY PAY THE DEFENSIVE DRIVING SCHOOL DIRECTLY.
I THINK THE AVERAGE IS ABOUT 230 TO $240.
THE CITY RECEIVES $125 OF THAT AMOUNT BACK, OKAY? $115 IS WHAT WE WOULD GET FROM THE SCHOOL, UH, THAT GOES TO THE GENERAL FUND.
AND THAT AMOUNT FOR THOSE NUMBER OF DEFENSIVE DRIVING SCHOOL COMPLETIONS OVER THE PAST 12 MONTH PERIOD IS $287,960.
UH, SO 125 COMES BACK FOR EACH DEFENSIVE DRIVING SCHOOL COMPLETION, 115 GOES STRAIGHT TO THE GENERAL FUND.
THAT $10 GOES INTO THE COURT ENHANCEMENT FUND, AS I MENTIONED PREVIOUSLY.
SO $25,040 IS WHAT WAS PUT INTO THE COURT ENHANCEMENT FUND BASED UPON DEFENSIVE DRIVING SCHOOL FEES THAT COMES TO A TOTAL OF $743,665, UM, THAT THE COURT, UH, HAS COLLECTED OVER THE PAST YEAR ON THESE PHOTO RADAR CITATIONS.

AND I WAS TOLD EARLY ON THAT IT'S BECAUSE OF THE SPEED LIMIT SHOULD PROBABLY BE CHANGED FROM WHAT IT IS AND TO SOMETHING HIGHER BECAUSE OF THE AMOUNT OF LANES THAT IT HOLDS.
AND THAT WOULD CHANGE THE AMOUNT OF PEOPLE THAT WOULD'VE GOT, UM, CITATIONS.
UM, AND I DON'T KNOW, AND I THINK THAT WAS THE CONVERSATION WITH KIM.
SO I DON'T KNOW IF THAT'S HAPPENING AND IF THOSE CHANGES WILL BE IMPLEMENTED THAT WAY.

IT DOES APPEAR THAT THE 85TH PERCENTILE IS PROBABLY GONNA COME IN AROUND 45 MOST PER HOUR, BUT I JUST DON'T HAVE THE FINAL RESULTS YET.
AND I DO APPRECIATE ALL THE WORK EVERYONE'S DONE.
UM, PERSONALLY I THINK IT'S UNCONSTITUTIONAL TO HOLD THESE CAMERAS IN THE CITY OF AVONDALE, AND I HOPE THAT THE COUNCIL GETS RID OF THIS SOONER THAN LATER.

BUT I, I SHARED THAT THE PURPOSE OF, UH, MY VOTE SPECIFICALLY WAS CENTERED AROUND, UM, DRIVER SAFETY.
SO, FOR EXAMPLE, IF A MEMBER OF THE COMMUNITY WAS INJURED IN AN ACCIDENT, AND THEY ASKED ME, SO WHAT ARE YOU DOING TO, UH, AFFECT CHANGE? UH, I HAD NOTHING OTHER THAN, UM, OUR PUBLIC SAFETY TO, TO LEAN ON IN THIS CASE, UH, WITH THE MOBILE CAMERAS.
I JUSTIFIED IT IN MY MIND, IN MY VOTE BY SAYING THAT, UH, THESE SPEED CAMERAS WOULD DO MORE TO, TO SLOW THE DRIVERS DOWN AND WOULD CURB BEHAVIOR.
AND AS WE LOOK AT, UH, THE DATA AND THE STATISTICS THAT WERE PROVIDED TO US, AND, UM, ALBEIT IN A SHORT AMOUNT OF TIME, UH, 59 PER HOUR, UH, 59 MILES PER HOUR, PRE-DEPLOYMENT, 59 MILES PER HOUR, UH, DURING, AND 59 MILES PER HOUR, 59 MILES PER HOUR POST, UH, CAMERA DEPLOYMENT.
