THE PURPOSE OF THIS PRESENTATION IS TO REVIEW THE PROPOSED CONDITIONAL USE PERMIT FOR A LOWER VENUE RECEPTION CENTER, CONDUCT A PUBLIC HEARING AND TAKE APPROPRIATE ACTION. THE PROJECT SITE IS LOCATED WITHIN CENTRAL AVENUE PLAZA, A COMMERCIAL COMPLEX THAT INCLUDES A MIX OF BUSINESSES SUCH AS RESTAURANTS, UH, DENTAL CLINIC, PERSONAL SERVICE PROVIDERS, AND OTHER COMMERCIAL USERS. THE APPLICANT IS PROPOSING TO OPEN A RECEPTION CENTER THAT WOULD, THAT WOULD USE APPROXIMATELY 4,600 SQUARE FEET WITHIN THE EXISTING COMMERCIAL BUILDING AT 7 25 NORTH CENTRAL AVENUE, SPECIFICALLY IN SUITE ONE 12 THROUGH ONE 15. CURRENTLY SUITES ONE 11 THROUGH ONE 15 ARE BEING USED AS A CHURCH. THIS PROPOSAL WOULD REPURPOSE SUITES ONE 12 THROUGH ONE 15 FROM CHURCH USE INTO A RECEPTION CENTER. ONE, UH, 11 IS NOT INCLUDED IN THIS PROPOSAL. THE SITE IS ZONED C TWO COMMER COMMUNITY COMMERCIAL PLANNING COMMISSION. APPROVAL OF A CONDITIONAL USE PERMIT IS REQUIRED FOR A RECEPTION CENTER TO OPERATE WITHIN THIS ZONING DISTRICT. THE SITE IS DESIGNATED LOCAL COMMERCIAL IN THE CITY'S GENERAL PLAN AND IS LOCATED WITHIN UH, THE OLD TOWN CASHIN, LAS VEGAS RIO VISTA SPECIFIC AREA PLAN AREA. AND HERE ARE A COUPLE OF SITE PHOTOS FOR YOUR REFERENCE. UH, THE FIRST FIRST PHOTO IS LOOKING SOUTHEAST ALONG CENTRAL AVENUE. THIS PHOTO IS LOOKING EAST FROM THE MAIN ENTRANCE OF THE COMMERCIAL CENTER AND THE LAST PHOTO IS LOOKING SOUTH FROM THE NORTHERN EDGE OF THE COMMERCIAL COMPLEX. THE PROPOSAL IS TO, UH, UM, [00:05:01] ALLOW A REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A RECEPTION CENTER. SO IT'S ONE 12 TO ONE 15 WILL OPERATE AS A VENUE FOR EVENTS AND GATHERINGS WITH A MAXIMUM UM, OCCUPANCY OF 50 GUESTS. THE VENUE WILL OPERATE SEVEN DAYS A WEEK FROM 8:00 AM TO MIDNIGHT. NO EXTERIOR MODIFICATION TO THE EXISTING BUILDING OR SITE IS PROPOSED. THE SUBMITTED PARKING STUDY DEMONSTRATES SUFFICIENT EXISTING PARKING TO SUPPORT THE PROPOSED USE. AND HERE IS THE EXISTING SITE PLAN SHOWING WHERE THE PROPOSED RECEPTION CENTER WOULD BE LOCATED. AND HERE IS THE LAYOUT OF PROPOSED INTERIOR MODIFICATION WITHIN THE 4,600 SQUARE FEET OF TOTAL INTERIOR SPACE. APPROXIMATELY 2,900 SQUARE FEET WILL BE USED AS MAIN ASSEMBLY AREA AND THE REST WOULD INCLUDE A PANTRY, RESTROOMS, STORAGE AND OTHER SUPPORT SPACES. UH, STAFF ANALYSIS FINDS THAT THE PROPOSED CONDITIONALLY USED PERMIT MEETS THE FIVE REQUIRED FINDINGS ESTABLISHED BY THE AVONDALE ZONING ORDINANCE. THE PROPOSAL IS CONSISTENT WITH THE GOALS OF GENERAL PLAN 2030 AND ALL TOWN CASH IN LAS VEGAS RIO VISTA SPECIFIC AREA PLAN REQUEST WILL RESULT IN DEVELOPMENT THAT IS COMPATIBLE WITH AND COMPLEMENTARY TO EXISTING USES IN THE AREA. THE DEVELOPMENT SHALL FOLLOW THE ZONING ORDINANCE, SUBDIVISION REGULATIONS, DESIGN MANUALS, AND ALL OTHER REGULATIONS AS APPLICABLE. UH, THERE ARE EDUCATE CONDITIONS IN PLACE TO MITIGATE ANY POTENTIAL EDWARDS IMPACT TO THE SURROUNDING PROPERTIES. AND THE PROJECT HAS MET ALL THE PUBLIC NOTICING REQUIREMENTS. UH, THERE WAS A NEIGHBORHOOD MEETING HELD ON OCTOBER 28TH, 2025. IN ADDITION TO THE CITY STAFF, THE APPLICANT'S TEAM, FAMILY AND FRIENDS, NO OTHER MEMBERS OF THE PUBLIC ATTENDED THE MEETING.
